The best answer is "d". The ratio of incident power to reflected power is the return loss. This value, expressed in dB, is always a non-negative number. Return loss is a measure of how well devices or lines are matched. A match is good if the return loss is high. 

Occasionally, in the published literature, the S-parameter, S11, is labeled return loss, but this is incorrect. S11 is equal to the reflection coefficient at Port 1. Expressed in decibels, the reflection coefficient is the negative of the return loss.
